Completion of error handling about afdko HOT 3 CLOSED

I am unenthused about doing this myself, as there is a huge amount of problems of this type in all the FDK code, and cleaning up ugly code that mostly works is a low priority for me. That said, I would like to see all this fixed at some point. If you have any interest in this, please go ahead.

Closing this as being too broad to easily resolve. Our team does plan to apply static analysis tools to help us resolve all compile errors and improve code style, starting with the categories of issues that are most likely to cause us problems.
