Configuration option `use_typescript: true` only works with `apply_variant_react: true` about rails-template HOT 2 CLOSED

It looks like we don't have a test for when use_typescript is enabled without either use_react or use_bootstrap, which is probably why we've not realised this before.

Let's start by getting a PR adding that basic-typescript config, and go from there.

Discussed this in Slack with @halles - the actual problem is that the frontend-stimulus variant is TypeScript aware (i.e. it will create a .ts file instead of a .js one) but doesn't actually setup TypeScript properly, so if you don't also enable apply_variant_react or apply_variant_bootstrap, you end up with a broken app.

He's going to work on a frontend-base-typescript variant that encapsulates the common setup for TS that's currently being done by the react & bootstrap variants (and then their respective TypeScript variants will handle any specifics)
