See "Soldier Control.cpp" HandleFlashLights for how dynamic lights are handled.
On solider change events (location, direction) all personal lights are removed and new ones added in case a flashlight is held.
The performance is a problem and for the flashlight 3/4 lights are not even added to improve performance, leading to some interlaced effect.
See "LightEffects.cpp" for how different types of lights are handled. For action items, probably need a new field that allows to set a unique id (do action items callers have a unique id already?) to know which lights should be added/remove.
Adding a normal light would want a gridNo.
A flashlight would want the following parameters: gridNo, direction, angle, range.
Roofs are still not supported for lights.
