Chrome is definitely not going to let an extension run bash scripts (huge vulnerability). As far as custom user-scripts (JavaScript only) go, I think that might be better left to a separate extension altogether. I actually began writing one, but it's far from complete. It uses Vim bindings, though. Here's an image of it. The user-script engine everyone uses on Chrome would be Tampermonkey.
Closing this for now, unless anyone else would like to see user-script support in cVim.
