Add the ability to use async and defer on wp_enqueue_script about theme-scaffold HOT 4 CLOSED

@timwright12 Is this something we're doing (or wanting to do) enough to warrant it being in the scaffold, or is it better addressed as part of the Engineering Best Practices?

I think there's definitely a spot for this in best practice. async is the same as putting JS at the bottom of the page, defer is a little different. I think both areas are applicable. Its not difficult to implement, however Im not 100% sure of any caveats off the top of my head. Browser support looks really good over all. I've worked on sites where this has come in really handy, especially if the DOM is clogged up with tracking, ads and analytics scripts.
