I've started working on this. It is harder than I thought for a couple reasons.

The inbound messages future doesn't have the information to handle responding to all of these messages. It needs information like the peer id, the routing table and also the torrent table to be able to respond to these queries.

The inbound messages future should handle non-blocking sends. If send is called, it can block.

This would be easier to do with future combinators instead of a future implementation. Currently, there is no (nice) way to do interruptions in the poll loop.

Switched to using future combinators. The requests are exposed as a stream to higher levels. Need to make the higher levels.
